This is WindHammer, a member of the bad guy Galactic Mob from the cartoon SilverHawks. He is a part of the second wave of SilverHawks figures that Kenner introduced. This bad guy mob member was supposed to have a giant tuning fork that he used to create lightening and storms against the good guys. It looks like the figure was supposed to have it's arms rotate when you press the lever on it's back. It does not do that anymore, I guess the mechanism is wore out. The arms still pose well, he is missing the large tuning fork. Other then that the toy is in good condition, it is loose, played with and missing all accessories.
